International Committee of the Red Cross Assists Hamas in Recovery for Bodies of Captives in Gaza

The International Committee of the Red Cross (ICRC) confirmed that its representatives joined members of Hamas into zones of the Gaza Strip currently controlled by Israeli military control to facilitate the hunt for the bodies of individuals held captive.

Truce Terms and Captive Bodies Handover

Under the US-brokered ceasefire, which began on October 10, the group is required to return the remains of all captives as soon as possible. As a reciprocal measure, the Israeli government has agreed to transfer the remains of 15 Palestinians for every Israeli body returned.

Hamas has to date returned the bodies of 15 of those taken hostage but none in the last five days, as some of those bodies are believed to be in areas past the yellow line marking the temporary truce line.

Red Cross Role as Impartial Facilitator

“Upon the appeal of the parties, the International Committee of the Red Cross (ICRC) joined a participant in the hostilities as the party looked for the bodies of the deceased beyond the military-established ‘yellow boundary’,” said a spokesperson for the organization.

She added: “The parties to the conflict determined the modalities of the operation and delegated the ICRC to serve as a impartial mediator. We was had no part in those negotiations.”

She further explained: “The ICRC was not involved in the search for the deceased nor does it engage in the retrieval of human remains.”

US Ultimatum and Local Recovery Operations

On Saturday, the American leader delivered a two-day ultimatum to the militant group. “They is going to have to start handing over the remains of the deceased hostages, which include American citizens, promptly, or the other countries involved in this great peace will intervene,” he posted on his online channel.

When the 48-hour deadline approached, the group, accompanied by the Red Cross, teamed up with teams from Egypt, who were authorised by Israeli authorities to look for bodies beyond the boundary indicating the withdrawal of troops inside Gaza. An official representative said the delegation would use excavator machines and trucks in the operation.

Authoritative Confirmation and Press Reports

This development was corroborated by an unnamed Israeli official, who told Hebrew-language media that Hamas representatives had been allowed to access sections of the region under Israel Defense Forces (IDF) control to search for the bodies of hostages, alongside Egypt’s and ICRC teams.

“To achieve this goal, Hamas members were allowed to cross the yellow line,” the official was cited as saying.

Footage published by a regional network seemed to show members of a Hamas unit – belonging to the organization’s military wing responsible for holding captives – escorting a humanitarian transport in a specific location close to a southern city, which is beyond IDF jurisdiction.

Difficulties in Locating Captive Bodies

Efforts to locate for the bodies of individuals taken captive has turned into one of the most delicate matters in the ceasefire reached between the parties. Yet, the attempt to find the remains has proved challenging from the outset, given the presence of an estimated enormous amount of debris across the territory, where, according to health officials, at least 10,000 Palestinians are listed as unaccounted for, trapped under the debris.

Diverging Claims on Body Location

The group has claimed it lacks information on the exact whereabouts of all the remains, saying it has lost contact with several of its units that had been detaining the captives and were allegedly killed during military strikes.

However, an Israeli government spokesperson asserted that Hamas knew the locations of the bodies. “Should the group exerted greater effort, they would be able to retrieve the remains of our captives,” the spokesperson said.

American Position and Disarmament Talks

While the US president has acknowledged that some of the bodies are hard to access, he said that “others they can return immediately and, for some reason, they are failing to do so.”

“This could be related to the surrender of weapons of the group,” he added.

The US administration has said it has received guarantees from the organization that the faction will surrender its arms, though no specific schedule has been established. They remains hesitant to surrender its arms without firm assurances about the fate of its members.
