US Mediates Ukraine Discussions in Abu Dhabi as White House Seeks for Settlement

High-level negotiations including US, Russian, and Kyiv officials are underway in the United Arab Emirates this Tuesday, marking the most recent step in efforts to broker a peace agreement to resolve the continuing hostilities in Ukraine.

High-Level Delegates and Initial Talks

American military official Dan Driscoll apparently met with a Russian delegation on the eve of the talks, with discussions extending into the following day.

“Negotiations are advancing smoothly with continued optimism. Secretary Driscoll is closely synchronised with the White House ... as these talks progress,” a spokesman stated.

Ukraine’s military intelligence chief, the head of military intelligence, was anticipated to join in the discussions, though it remained unclear whether face-to-face engagement with Moscow’s delegates would take place or if distinct one-on-one sessions would be held.

Membership of the Russian delegation was not immediately clear. “No comment is available. Our position is to monitor press coverage,” a Kremlin spokesperson informed official outlets.

Context and Revised Proposal

The current meetings come after prior discussions in Switzerland where American and Kyiv representatives revised a draft American plan for resolving the war.

Russia has not yet endorsed the most recent version of the plan and is not expected to accept many of the Kyiv revisions.

Russia’s top diplomat, Sergei Lavrov, stated that any revised peace plan must reflect the “essence and wording” of what was discussed during previous high-level talks between both countries.

Global Reactions and Concerns

EU leaders are apparently finding it difficult to stay engaged in the negotiations as US representatives drive the efforts.

Finland’s leader, Alexander Stubb, who has emerged as a primary contact between the US and European leaders, stated that the coming days would be critical in efforts to reach a peace settlement.

He allegedly held discussions with Kyiv’s leader and Nato officials, stating that “Decisions about Ukraine’s future rest with its people, and while European security matters are for Europe to resolve.”

Meanwhile, the French leader, Emmanuel Macron, warned against a settlement that would amount to a “capitulation” for Ukraine.

“The current proposal indicates what Moscow might find acceptable. However, must Kyiv and European nations consent to these terms? Absolutely not,” he declared.

Specifics of the Original US Proposal

American plan was reportedly made up of multiple articles and was drawn from dialog between US and Russian representatives, with contributions from Kyiv security officials.

Key aspects of the plan reportedly included:

  • Ukraine surrendering land presently held by Russia
  • Further regions that might be required to be voluntarily given up
  • Limits on the size of the Ukrainian army
  • Immunity for all parties in the war regarding war crimes

Recent Events and Ongoing Challenges

American official allegedly traveled to the Ukrainian capital to brief Zelenskyy on the plan and demand quick acceptance.

This demand, combined with the leaking of the proposal, apparently took by surprise Kyiv and EU officials.

Zelenskyy stated that the country was facing one of the hardest periods in its existence and was being compelled to choose between “losing our dignity or losing a key ally.”

Subsequently, Driscoll briefed alliance ambassadors on the plan in Kyiv, with one attendee describing it as “an extremely difficult session” and noting that EU officials were shocked by both the content and tone of the delivery.

The US administration later moderated its position, indicating that the 28-point proposal was an “starting position for talks” rather than a final demand.

Military Developments During Negotiations

While peace talks continue, Moscow has maintained its nightly attacks on Ukrainian cities.

Moscow’s forces allegedly launched dozens of missiles and many of unmanned aircraft at targets in and around the capital, according to Kyiv reports.

Zelenskyy stressed that the Kremlin must not feel it could prevail in the conflict while negotiations were ongoing.

“What matters most now is that all partners move toward diplomacy together, through joint efforts. Sanctions and pressure on Moscow must yield outcomes,” he stated.

Kyiv’s mayor reported that multiple people had been killed in the recent attack on the city.
